a drop in the oceanは「大海の一滴、すずめの涙」という意味の表現です。

「微量」という意味です。日本語でも「大海の一滴」と言いが、この表現の和訳として定着したものなのかも知れませんね。日常英語では「すずめの涙」の意味でも使います（例文(1)）。
